Registering on SAM.gov gets you nothing in Tallahassee. Florida runs its own procurement system, separate from the federal government, with its own registration, its own bid board, and its own minority-owned certification. A lot of small businesses assume federal registration covers state work too. It does not, and that mix-up costs people a season of missed bids.
Here's how Florida's system actually fits together.
MyFloridaMarketPlace is where you register
MyFloridaMarketPlace (MFMP) is the state's eProcurement system, and the Vendor Information Portal (VIP) is where you create your vendor profile: business name, address, tax ID, and the categories that describe what you sell (MFMP Vendor Information Portal, Register). Registration itself is free. Once you're in, agencies can find you, send you purchase orders, and route you notices tied to the categories you picked.
The Vendor Bid System is where you find the work
The Vendor Bid System (VBS) is the state's public bid board, and it's a different piece of the puzzle from MFMP registration. Formal solicitations, Invitations to Bid, Requests for Proposals, and Invitations to Negotiate above the $35,000 threshold get posted there, and you generally need to be registered to respond to them (Florida DMS, Vendor Bid System). Below that threshold, agencies often work through MFMP's own quoting tool instead, so smaller jobs can move faster and with less paperwork than a formal solicitation. Watching both is the habit that actually finds you work: VBS for the bigger formal jobs, MFMP quotes for the smaller ones.
OSD certification is Florida's minority-owned track
The Office of Supplier Development (OSD) runs Florida's Certified Business Enterprise (CBE) program for woman-, veteran-, and minority-owned businesses. You register in MFMP's Vendor Information Portal first, then submit your supporting documentation to OSD directly for review (Florida DMS, Get Certified). CBE certification isn't a set-aside guarantee the way an 8(a) sole-source contract can be at the federal level. It's a directory listing and a preference signal state agencies are directed to consider, which matters, but it's a different mechanism than the federal small-business rules, not a state clone of them.
The federal side of this works the same way: certification is a door, not the win itself. Here's what a federal minority-owned certification actually opens up, which contracts you're even allowed to compete for once you have it, separate from Florida's own CBE track.
Where this actually differs from SAM.gov work
Federal registration runs through UEI, CAGE, and entity validation. Florida runs through MFMP's own vendor number and OSD's own certification file, and the two systems don't talk to each other. A UEI does nothing on a Florida solicitation, and a Florida CBE number does nothing on SAM.gov. If you're bidding both lanes, you're keeping two separate profiles current, not one.
